Inside the Role of Canada’s High Commissioner: A Unique Perspective from Ralph Goodale
LONDON — As many residents of Saskatchewan face the frosty embrace of winter leading up to Christmas, Ralph Goodale finds himself overlooking the splendid sights of Trafalgar Square in London.
Positioned within Canada House, he has an unparalleled view that bridges British culture and history. Since taking on the role as Canada’s High Commissioner to the United Kingdom in 2021, Goodale is uniquely situated to advocate for Canadian interests while immersing himself in dynamic London. Notably, he served 22 years as a Liberal MP representing Regina—Wascana.
During her recent trip to London, Brittany Caffet from 650 CKOM had a chance to converse with Goodale about his responsibilities as high commissioner, his encounters with members of the royal family, and how life in Britain contrasts with his home province. Additionally, she received an exclusive tour inside Canada House itself.
As Christmas approaches, Goodale offered insights into anticipated challenges for 2024 and conveyed an uplifting message for those back in Saskatchewan.
The Responsibilities of a High Commissioner
Brittany Caffet: What exactly does your role entail?
Ralph Goodale: The title ‘high commissioner’ is somewhat distinctive within international diplomacy; it essentially functions identically to that of an ambassador. My primary responsibility revolves around representation—actively participating at events and discussions where Canadian interests are at stake in the UK.
This mission includes about 300 personnel—it’s our second-largest diplomatic presence globally after Washington D.C.—handling diverse issues such as political relations, national security matters, trade dynamics related to commerce and cultural events. We also provide consular services for Canadians traveling abroad who may face challenges like losing their passport or needing help after accidents. Wherever there are Canadian stakes involved here in Ukraine or elsewhere across Britain—we’re present to support these interests enthusiastically.
A significant part of my job involves attending numerous meetings where I advocate vigorously on behalf of Canada’s position whenever possible so that our citizens are well represented on important matters affecting us here.
A Day in the Life
Brittany Caffet: How does your daily routine generally unfold?
Ralph Goodale: Each day poses its own unpredictability! In my tenure thus far significant events have occurred unexpectedly—from regional conflicts arising such as Ukraine’s war crisis alongside others unfolding elsewhere like those originating from Middle Eastern tensions; integrating these aspects into any orderly schedule simply isn’t plausible—every day presents unique situations demanding immediate attention!
Cultural Events: Highlights From Your Journey
Brittany Caffet: Can you share any memorable events you’ve attended recently?
“On June sixth twelve thousand soldiers fought valiantly including brave troops comprising Das Royal Regina Rifles Regiment whose efforts merited recognition by unveiling memorial monuments near Bradfield followed by heartfelt speeches officiated personally overseen by HRH Princess Anne herself : quite evocative—and unforgettable particularly resonant still today!”

Reflecting on Diplomatic Life in London: Insights from Canada’s High Commissioner
During my early days in London, the Commonwealth Games took place in Birmingham, granting me the privilege to interact with her late Majesty. My official meeting occurred just months after my arrival in 2021. Due to COVID-19 protocols, our interaction was virtual—she was situated at Windsor Castle while I was at Buckingham Palace. Despite the technological barrier separating us by nearly 50 miles, her presence felt remarkably intimate. Her adept use of technology created a sense of closeness that made me feel as if she were seated right beside me rather than miles away. Her genuine affection for Canada did not go unnoticed; Canadians hold a similar respect and admiration for her.”
Navigating New Diplomatic Responsibilities
Having spent years immersed in politics, I wondered if stepping into this new role would be daunting despite my background. The realms of political life have equipped me well; they paved the way for understanding various operational facets. However, transitioning into this role involves a different kind of engagement compared to being an active member of Parliament where daily decisions are predominant.
As Canada’s High Commissioner, I now play a significant part in influencing key decisions regarding foreign policy issues from Ottawa’s perspective on British matters and vice versa. It’s crucial to comprehend how British officials might interpret these discussions—will they welcome them or raise concerns? Recognizing contextual issues that might affect Canadian interests is essential.
The vibrancy inherent in London enriches my experience significantly given its global nature where every nationality participates— diplomats from all over engage here frequently across various sectors such as economics and culture. Information flows abundantly within this international hub; you must effectively convey Canada’s viewpoints amidst competing voices—a task both challenging and invigorating.
Awareness Amidst Grandeur: Formal Events
The formalities associated with high-profile events can indeed be intimidating! The ceremonial regalia—the uniforms adorned with medals and ribbons—is an impressive spectacle but also daunting for newcomers like myself! Thankfully, there are always people around offering guidance regarding protocols—from which direction to stand to which utensils belong on your plate during lavish meals!
A Unique Privilege
I often reflect on how fortunate I am to occupy this position—a rare opportunity granted to only a handful throughout Canada’s history since the advent of diplomatic representation here back in 1880. It genuinely feels surreal; rarely does a day pass without reminding myself about this distinct honor.
A Moment Out: Exploring Beyond Work Duties
On days off? Walking around London is one activity that brings much joy! This historical city offers something intriguing around every corner—a stroll through its streets can lead you down paths steeped in rich narratives from ages past or current cultural marvels galore!
A tip learned long ago is never walk straight home again—to save yourself time later simply loop back instead! You could wander endlessly yet uncover elements woven into London’s fabric including landmarks like Westminster Abbey or vibrant local markets all framed amid stunning architecture throughout different districts making each outing distinctive)

Experiencing Home Away From Home: A Perspective from Canada’s High Commissioner in the UK
The Canadian Identity: A Warm Reception in the UK
How do people from the UK react when they discover that you hail from Canada?
The reaction is overwhelmingly positive. When they catch a glimpse of my accent, their initial question often revolves around which state I’m from. I calmly correct them by saying, “I’m actually from Canada.” Immediately, their demeanor shifts; there’s a palpable fondness that emerges. This probably stems from our status as the earliest realm and as a founding member of the Commonwealth. Our ties are deep-rooted and historical—not only formal agreements but also familial connections. Many people have ancestral roots linking back to Canada, which continues to foster goodwill towards Canadians and serves as an invaluable diplomatic advantage.
Saskatchewan Pride: The Weather and Cultural Heritage
What kind of inquiries arise when individuals learn you’re specifically from Saskatchewan?
A frequent topic is our winter weather! Many ask if we really experience temperatures plummeting to minus 40 degrees Celsius during winter—yes, for those few icy days! Additionally, there’s heightened interest surrounding Saskatchewan’s Indigenous culture—its historical context and ongoing efforts toward reconciliation.
Saskatchewan is recognized as a vital agricultural hub known for producing some of the world’s finest food products. My conversations often reveal fascinating family histories tied to initiatives like the Commonwealth Air Training Program; people might mention great-grandparents who trained at places like Mossbank, illustrating how interconnected we truly are through shared relations between Canada and Britain.
Culinary Adventures: Discovering British Flavors
Have you explored any local delicacies here? If so, what stands out?
I truly enjoy fish and chips—a classic staple! There’s this tiny establishment on North Audley Street that’s mere feet wide yet consistently bustling with patrons enjoying what I consider the best fish and chips ever made.
A couple of years ago at Robbie Burns Day celebrations here in London was my first endeavor into haggis—served beside moundfuls of turnips on one side and creamy mashed potatoes on another—with its appearance quite unassuming! As others mixed everything together with Scotch poured over it opted into flavorful unity—I found it surprisingly enjoyable!
